Chamber flays VAT paper work delays

Chennai, Aug. 1 Commercial tax payers in Tamil Nadu are affected by the delay in paper work and refund, according to Mr Rafeeque Ahmed, Chairman, Federation of Indian Chamber of Commerce and Industry – Tamil Nadu State Council.

Addressing a workshop on ‘Value added tax’ organised by FICCI, he said the industry and Government officials need to interact more often to communicate on issues relating to implementing VAT.

Tax officials in different regions within the State appear to interpret the provisions differently. This affected the companies that had operations in more than one location. VAT refund on exports was also facing a delay.

Overall, officials seemed to be reluctant on refunds, and insufficient manpower in the tax offices also seemed to contribute to the delay, he said.

Mr Rajeev Ranjan, Secretary, Commercial Taxes, said that there was scope for widening the tax base and increasing compliance. Over 500 top dealers contribute to three-fourths of the State’s VAT revenue. There were over 4.5 lakh registered dealers.

Revenue

In 2007-08, VAT revenue was Rs 16,473 crore out of the total tax revenue of Rs 19,953 crore. The balance included Rs 1,125 crore in entry tax; Rs 1,744 crore CST; Rs 160 crore luxury tax; and Rs 16 crore entertainment tax.
