The Hindu Business Line : AP Govt hopes to complete land regularisation in three months

Hyderabad, Aug. 11 The Andhra Pradesh Government hopes to complete the regularisation of encroached Government land as per its order 166 in the next three months and collect close to Rs 250 crore.

Addressing a press conference here on Monday, Mr Deepak Kumar Panwar, Chief Commissioner of Land Administration (CCLA), said, “The last date for receiving applications is August 31 and no further extension will be given since extension was already given from June 1 this year”.

The Government had come out with a comprehensive policy in February for the regularisation of all unauthorised occupations in the State. The move is expected to benefit the slum dwellers, especially the low and middle income groups.

Mr Panwar said that the new policy will govern transfer of rights to certain specified categories of occupants of unassigned Government land. He added that the cut off date for occupation is on or before December 31, 2003.

There have been two categories which have been recognised in the order. One is all those who come under the BPL category (white ration card holders) and those who are above poverty line (APL).

“The above poverty line category is for all those people who do not have a white ration card or a person who seeks transfer of rights in excess of 200 sq yards,” Mr Panwar said.

He added that the maximum extent that can be regularised is 2,000 sq yards.

Occupation evidence

According to him, unlike the earlier GOs the evidence of occupations shall be by production of specified documents such as registered document of purchase, proof of electricity connection, construction permission, receipt of payment of property tax, water supply connection and telephone connection in the name of the applicant.

Mr Panwar said that so far 98,000 applications have been received by the various District Collectors in the State. “Out of the total 78,705 applications are up to 250 sq yards, between 251 and 500 sq yards 7,750 applications have come, and 2,474 applications for above 501 sq yards,” he said.

Directive to collectors

The Government has also decided that for up to 250 sq yards the Collectors have been given the powers to consider the applications and take a decision. For those above 250 up to 500, the Collectors have to refer the cases to the CCLA and for those above this category but below 2,000 sq yards it will be decided by the State Government based on recommendations by the CCLA.

“For the BPL group for non-alienable land, the transfer would be free for up to 80 sq yards. If they wish to have an alienable right they have to pay 0.25 per cent of the basic value as on December 31, 2003.

“For those in APL category they have to pay between 1.25 times and three times the basic value of the land depending on the area,” Mr Panwar said.
