Fishing boats on Blangad beach near Chavakkad in Thrissur district. Kerala Fisheries Department is proposing a licensing system for mechanised fishing boats to fish in the State territorial waters. This might aggravate the tension between boat operators and traditional fishermen operating in the heavily depleted territorial waters.
