R. Balaji Chennai, Aug. 27 Three companies have submitted bids to put up grid connected solar photovoltaic power generation projects in Tamil Nadu. The three companies are: Sapphire Industrial Infrastructure Pvt Ltd, New Delhi, of the Moser Baer group; RPP Constructions Pvt Ltd, Erode; and Numeric Power Systems, Chennai. They have submitted their bids to put up the solar power generation facilities in response to the tender called by the Tamil Nadu Energy Development Agency (TEDA) under a programme by the Union Ministry of New and Renewable Energy (MNRE), to promote solar power generation. The financial bids are under evaluation. Sapphire Industrial, according to its representatives, is a special purpose vehicle promoted by the Moser Baer group, to put up the solar power generation project. The company has submitted a proposal to put up a 5 MW project in Sivagangai Taluk. Spread over 25 acres, the facility based on crystalline, thin film photovoltaic modules envisages generation of over 7.5 million units of electricity a year. R.P.P. Constructions (P) Ltd, another bidder, has submitted a proposal to set up a 2 MW facility in Tuticorin. This project is in technical collaboration with Sun Technics Energy Systems Pvt Ltd, a subsidiary of Sun Technics GmbH, Germany. It plans to generate over 3.23 million units of electricity annually. Numeric Power Systems has submitted a bid to put up a 1 MW solar power generation facility to generate over 1.7 million units a year at Erode District. This company plans to use amorphous silicon thin film technology. TEDA, the State Government agency to promote renewable energy, has called separate bids for solar thermal projects. The MNRE programme aims to support with fiscal incentives a total of 50 MW of grid connected solar photovoltaic power and solar thermal power projects. The scheme envisages establishment of a maximum of 10 MW capacity in a State. MNRE has announced a generation-based incentive of Rs 12 a kWh for solar photovoltaic projects and Rs 10 a kWh for solar thermal power generation projects. This will be in addition to the Rs 3.15 a kWh interim tariff announced by the Tamil Nadu Electricity Regulatory Commission for solar power. The facilities will have to be commissioned before December 31, 2009, to be eligible for the support. The incentive offered by the MNRE is to develop and demonstrate the technical performance of grid interactive solar power generation and reduce cost of the grid connected solar power generation.
