PM looks to encourage skill development programmes

‘Turning the advantage of our young population to become the largest pool of technically-trained manpower in the world is one of the most significant policy initiatives that need to be taken.’

Our Bureau

New Delhi, Aug. 31 With a view to scale-up skill development programmes in the country, the Prime Minister, Dr Manmohan Singh, has written to all the chief ministers on Saturday to consider opening public education infrastructure after class hours for skill development.

This would create opportunities by allowing skill developers in the private sector to provide training at cheaper costs.

“We enjoy a great advantage today, of having the largest population of young people in the world. If we invest adequately in their education and employability, this youth power has the capacity to make India shape the emerging world order, with a possibility of claiming a fourth of the global workforce,” stated Dr Singh in the letter.

He further said, “Turning the advantage of our young population to become the largest pool of technically-trained manpower in the world is one of the most significant policy initiatives that need to be taken collectively by the Central and State Governments today.”

Focus areas

The Government has finalised the National Council for Skill Development with a focus on policy directions and review, and the National Skill Development Coordination Board to ensure that Government agencies intensify action in areas such as vocational education, technical training through industrial training institutes, and through promotion of public-private partnerships.

Citing industry estimates, Dr Singh said that the country had the capacity to create 500 million certified and skilled technicians by the year 2022.
