Dumping probe on colour picture tubes imports from Indonesia

New Delhi, Sept. 17 The Designated Authority in the Commerce Ministry has initiated anti-dumping probe into the import of cathode ray colour television picture tubes originating in or exported from Indonesia, following a petition lodged by domestic company Samtel Colour Ltd as it forms a major proportion of domestic production.

While the colour picture tubes (CPT) are mainly applied in colour television sets, video and computer monitor cathode ray tubes are, however, sought to be kept outside the purview of the present probe, the authority held.

Even as the subject goods are also churned out by JCT Ltd, BPL Display Devices Ltd and Hotline CPT Ltd, production of the petitioner constitutes more than 50 per cent of indigenous production of CPTs. The production by BPL and Hotline, however, ceased during the injury period which is reckoned for the purpose of the probe starting from July 1, 2007 to June 30, 2008.

But the authority said the period of injury probe would also cover periods from April 1, 2005 to the end of the period of investigation.

Material injury

In initiating the investigation, the authority said based on petitioner submission relating to various information pertaining to material injury to the domestic industry.

The authority said parameters such as spurt in imports in absolute terms as also relative to production and consumption in India, significant price undercutting and underselling, increase in inventories, decline in production and market share and marked deterioration in profits, cash flow and return on investment essentially confirm that the domestic industry has suffered material injury due to dumping of subject goods from Indonesia.

The authority said that investigations are also under way now in respect of imports from South Korea, Thailand, Malaysia and China.
