DoT to allow foreign cos to bid for 3G spectrum on their own

New Delhi, Sept. 18 The Centre has said that it will allow foreign telecom companies to bid on their own without a domestic partner for the 3G spectrum, but they will have to find a local player before starting services.

Speaking at an Assocham conclave here on Thursday, the Telecom Secretary, Mr S. Behura, said according to the Indian laws, foreign companies can own up to 74 per cent stake and thus they would be required to form a joint venture with an Indian company before starting the services.

“The foreign telecom firms can bid for the 3G spectrum on their own but before rolling out services they should find an Indian partner,” he said.

On the issue of spectrum allocation, Mr Behura said that the issue is almost resolved as the Defence Ministry would shortly release spectrum to the Department of Telecom which in turn would allocate it to various licensees and necessary stakeholders in a phased manner.

Allocation of spectrum cannot be done in one go and that the Government would release it in phases as per spectrum availability since the issue has already become sensitive and to some extent controversy, he said.
