Anti-dumping Dumping probe into linen fabrics from China, HK Our Bureau New Delhi, Oct. 9 The Designed Authority in the Commerce Ministry has commenced anti-dumping investigation into import of linen fabrics from China and Hong Kong, following a complaint lodged by Jaya Shree Textiles, a unit of Aditya Birla Nuvo Ltd. In an initiation notification, the authority said the product under probe is woven fabric with more than 30 per cent flax content. The word ‘flax’ is also known as linen that could be used to produce yarn and fabric made from flax fibres. It is quite often used as a generic term to represent a class of woven bed, bath, table and kitchen textiles, because traditionally flax was widely used for towels and sheets. The petitioner has said the flax fabric produced by the domestic industry and imported into India from China and Hong Kong are comparable in terms of features, such as physical and chemical characteristics, manufacturing process and technology, functions and uses, product specification, pricing, distribution and marketing and tariff classification of goods. The petitioner has advanced evidence about the injury as a result of the alleged dumping in the form of fall in their market share due to increased volume of dumped imports, price undercutting, lost sales and decline in return on capital employed for the domestic industries. The period of investigation is from April 1, 2007 to March 31, 2008, while the injury probe will however cover the period from fiscal years of 2004-05, 2005-06, 2006-07 and to the period of investigation.
