Law on IP in public labs

The Prime Minister, Dr Manmohan Singh, has said a law is being considered to create mechanisms and incentives to reward creation and transfer of intellectual property coming out of public-funded labs. “We are conscious of the importance of applied research. We are looking at passing legislation that will create appropriate mechanisms and incentives for the transfer of intellectual property created by publicly funded research to beneficiaries,” Dr Singh said aft er launching the 100th year celebrations of the Indian Institute of Science (IISc) on Wednesday. Universities – as centres of science teaching and research – were also being encouraged to attract talent through incentives. The University Grants Commission was implementing the recommendations of the National Task Force set up to revive basic scientific research in universities, Dr Singh said.—
