Spat stops scanner set-up

Reports have it that a Ports-Customs spat is delaying installation of cargo scanners in country’s major ports, the disagreement being who will control the equipment. The Customs staff, according to the reports, claims jurisdiction, saying it is their responsibility to check consignments and assess their value. The port authorities argue that they are responsible for handling containers. It might be recalled that after 9/11, the US Department of Homeland Security and Customs & Border Protection introduced 24-hour advance manifest filing system to stop the entry of weapons of mass destruction. Recently, they also introduced the Safe Act, requiring scanning of import containers at the port of loading.
