Dumping probe into carbon black imports

New Delhi, Jan. 3 The Designated Authority in the Commerce Ministry has set off an anti-dumping investigation into imported “carbon black used in rubber applications” from Australia, China, Iran, Malaysia, Russia and Thailand, following a complaint lodged by the Association of Carbon Black Manufacturers, Kolkata.

In its initiation notification, the Authority said carbon black is an inorganic chemical widely used in production/processing of rubber (including tyres) as reinforcing filler. It is also known as acetylene black, channel black, furnace black, lamp black, thermal black and noir de carbine.

The Authority clarified that carbon black used in non-rubber applications, such as inks in copiers and computer printer cartridges, paints, crayons and polishes, is not within the scope of the present probe.

Export price

Pointing out that export price for determination of injury to indigenous industry has been computed separately for each grade imported of the product, the Authority said there is sufficient evidence on export price to justify initiation of an anti-dumping investigation.

An evaluation of the information purveyed by the petitioner shows that imports have increased in absolute terms and in relation to production and consumption in India and imports are undercutting the prices of the domestic industry.

The performance of the domestic industry worsened in terms of profit, return on investments, cash profit, inventories and market share, following the alleged dumping on subject goods from these exporting countries.

Material injury

Besides material injury, the petitioner has claimed threat of material injury on the grounds of significant difference in the domestic and imported product price and ability of the subject exporters to ship significantly higher volumes.

The petitioner has further contended that based on the situation prevailing in the period of probe, much higher extent of injury during October-December 2008 and January-March 2009 period.

The Authority said the period of investigation is from October 2007 to September 2008 but the period would also cover the fiscal years of 2005-06, 2006-07, 2007-08 and the period of investigation.
