US alters import rules

The US Department of Homeland Security has announced new requirements for US-bound maritime cargo, according to the Shipping Gazette. Effective January 26, the Importer Security Filing & Additional Carriers Requirements interim final rule (ISF & ACR) will require maritime cargo carriers and importers to submit additional data to US Customs & Border Protection before vessels are permitted entry into US waters. Carriers will be required to subm it vessel stow plans and container status messages under certain scenarios where cargo containers are destined for the US.

Also, ISF, to be submitted by importers and their agents, must contain eight data elements, not later than 24 hours before a cargo is loaded in a US-bound vessel, giving out the details of the seller, buyer, record number/foreign trade zone applicant identification number, consignee number, manufacturer (or supplier), ship to party, the country of origin and commodity number.

The rule provides flexibility for importers with respect to submission of four of these data elements. In lieu of a single specific response, importers may submit a range of responses for each of the following data elements such as manufacturers (or supplier), ship to party, country of origin and commodity number. The ISF must be updated as soon as more accurate or precise data become available and no later than 24 hours to the ship’s arrival at a US port.
