Policy Boon or bane?
In 2005, the West Bengal Government wanted to phase out Kolkata’s over 10,000 hand-pulled rickshaws on humanitarian grounds. And, on the pollution front, from the beginning of 2009, the Government wanted to implement the High Court order to phase out around 67,000 two-stroke auto-rickshaws and introduce the LPG-based autos for a cleaner environment. In both instances, the phase-out process has been halted by major political and public grievances and the State Government had to rethink the whole issue. Better packages of rehabilitation for the people, who are involved with these modes of public transport, were announced by the State Government and fixed a deadline to end the menace.
