In 2005, the West Bengal Government wanted to phase out Kolkata’s over 10,000 hand-pulled rickshaws on humanitarian grounds. And, on the pollution front, from the beginning of 2009, the Government wanted to implement the High Court order to phase out around 67,000 two-stroke auto-rickshaws and introduce the LPG-based autos for a cleaner environment. In both instances, the phase-out process has been halted by major political and public grievances and the State Government had to rethink the whole issue.
