Probe into PVC paste resin dumping started

New Delhi, Nov. 7 The Designated Authority in the Commerce Ministry has started an anti-dumping investigation probe on the import of ‘Poly Vinyl Chloride Paste Resin’, also known as PVC paste resin, from China, Japan, South Korea, Malaysia, Taiwan and Thailand.

The probe precedes a petition filed by Chennai-based Chemplast Sanmar Ltd, which claimed that there is no significant difference in the imported item and the one domestically produced by it. It said both are technically and commercially substitutable with the consumers using the two interchangeably.

PVC paste resin is also known as Emulsion PVC Resin and there are two types — PVC paste resin and PVC suspension resin — the latter being excluded from the ambit and scope of the proposed probe. The PVC paste resin is made from vinyl chloride monomer and is produced and sold in the form of white and off-white powder.

Domestic injury

In its initiation notification, the authority held that it found sufficient evidence of dumping of the subject goods from the subject countries, “injury” to the domestic industry and existence of causal link between the dumping and “injury” to justify initiation of an anti-dumping probe. The period of investigation is from April 1, 2008, to March-end 2009, while the injury investigation span would cover 2005-06, 2006-07, 2007-08 and the period of investigation.
