A traditional fisherman in the Periyar river near Kochi. The Kerala Government is considering legislation for management of the major rivers in the State. The Government created a River Management Fund and mobilised Rs 66.8 crore over the last three years but has not been able to conduct sand auditing, as required every three years under existing laws, because of shortage of staff and equipment.
