E-governance in AP: Thrust on 5 major core projects

HYDERABAD, June 18

THE Andhra Pradesh Government, which has drawn up a blueprint for its IT architecture, has zeroed in on five core projects to be taken up during the year, according to the Principal Secretary, Information Technology and Communication, Mr J. Satyanarayana.

Out of the 10 core projects identified which will involve complex Government-department interface covering multiple applications, Mr Satyanarayana said that during the current year, it was proposed to take up Integrated Finance Information System (IFIS), Human Resource Management System (HRMS), Social Benefit Management System and the Data Centre project.

"All of these core projects are to be taken up under the public private participatory (PPP) model and would involve investments from private players and the Government will play a facilitating role. These projects are to be developed on a build-own-operate model,'' he said.

It may be recalled that the Andhra Pradesh Government had appointed consultants, PricewaterhouseCoopers, to do a study for the State's IT architecture and security and mandated it to identify areas of thrust. Based on the findings of the study, the Government has drawn up an integrated framework and plans to develop various projects with private participation.

Apart from these core projects, the Government is in the process of implementing department level projects in about 40 departments which will be later integrated to the IT grid which will facilitate online transmission of data, Mr Satyanarayana said.

The ambitious SKIMS project, which will make the State Secretariat an electronic paperless workplace, was planned to be commissioned by November 1, he said.
