Dumping duty on POY imports from Turkey, South Korea

NEW DELHI, Sept. 16

THE Finance Ministry has imposed a definitive anti-dumping duty on all imports of partially oriented yarn (POY), a yarn of polyester, from South Korea and Turkey.

A definitive anti-dumping duty is normally applicable for five years, provided such a duty is not reviewed during this period.

POY is an intermediate that is subjected to further processes (texturing and draw-twisting) to make it suitable for weaving or knitting into fabrics. The total domestic production of POY during the period of investigation (April 1, 2000 to March 31, 2001) stood at 8,26,144 tonnes.

Based on the recommendations of the Designated Authority in the Commerce Ministry, the Revenue Department has imposed a definitive anti-dumping duty of $0.434 per kg on imports of POY from SASA Dupont Sabanci Polyester AS, Turkey.

A definitive anti-dumping duty of $0.360 per kg has been imposed on POY imports from Korteks Mensucat Sabatu Ve Ticaret AS, Turkey. In the case of all other exporters of POY from Turkey, a definitive anti-dumping duty of $0.546 per kg has been imposed.

Industry sources said the Revenue Department had imposed a definitive anti-dumping duty of $0.605 per kg on all imports of POY from South Korea.

The association of synthetic fibre industry had filed the petition seeking anti-dumping investigations on POY imports from South Korea and Turkey on behalf of the domestic industry. The companies that had expressed their willingness to participate in the investigations were Century Enka Ltd, Indo Rama Synthetics (I) Ltd and Reliance Industries Ltd. DCL Polyester and Recron Synthetics Ltd supported the petition.

In the final findings, the Designated Authority had noted that the volume of total imports of POY was 49,870 tonnes in 1999-00 and this volume had declined to 27,663 tonnes during the period of investigation.

Even as the volume of total imports had declined during the period of investigation, the authority had highlighted that the share of imports from these two countries on total imports had cumulatively increased from 7.42 per cent during 1999-2000 to 10.26 per cent during the period of investigation.

Duty on acrylic fibre

Meanwhile, the Finance Ministry has imposed a definitive anti-dumping duty on all imports of acrylic fibre (below 1.5 denier) from Italy.

Based on the recommendations of the Designated Authority in its final findings, the Revenue Department has imposed a definitive anti-dumping duty of $ 0.32 per kg on acrylic fibre exported by Montefibre, Italy. On all other exporters from Italy, a definitive anti-dumping duty of $0.41 per kg has been imposed.

The Forum of Acrylic Fibre Manufacturers, Delhi, had filed the petition seeking anti-dumping investigation on acrylic fibre (below 1.5 denier) imports from Italy. Indian Acrylic Ltd, Chandigarh, Consolidated Fibre and Chemicals Ltd, Kolkata and Pasupati Acrylon Ltd had supported the petition.
