THIRUVANANTHAPURAM, Sept 20

THE State Government has announced a series of measures aimed at cutting down avoidable costs and overheads in all public sector units, autonomous bodies, boards and corporations as part of the overall belt-tightening exercise being sought to be followed from early this year.

As per the new dispensation, only the Chief Executive will be allowed to have a telephone facility at home.

Prior permission will have to be obtained for retaining existing ISD facility, if any, at home, as well as for commissioning new international subscriber dialling.

Direct/independent telephone connection at office also has been restricted to the Chief Executive.

Part-time Chairmen/Non-Executive Chairmen of various institutions may be allowed to use official conveyance only for travels for attending board meetings.

Official vehicles under the ownership of public sector units should not be put at the disposal of Government Secretaries unless express permission has been obtained for the purpose sufficiently in advance.

All new recruits into the public sector units, autonomous bodies, boards and corporations would from now onwards be paid only their basic salary for a period of the first two years.

This has also been made applicable to those who have received the advice memo from the State Public Service Commission on or after the cut-off date of January 16.

Medical reimbursement claims may be granted as per rules and procedures applicable for Government servants only.

House rent allowance will not be paid to those who are occupying official quarters.

As for those who are using this facility, a nominal rent would be payable in the following manner depending on different pay scale categories - two per cent for those in the Rs 2,610-Rs 3,680 and Rs 2,750-Rs 4,625 scale, 2.5 per cent for the Rs 3,050-Rs 5,230 and Rs 6,500-Rs 10,550 brackets, three per cent for those in the Rs 6,500-Rs 10,550 and Rs 7,800-Rs 12,975 scales and four per cent for those above these scales.

Any failure to strictly abide by these directives will be construed as dereliction of duty on the part of the Chief Executive and will be appropriately dealt with.
