Disinvestment `Privatisation must help improve efficiency' Our Bureau
HYDERABAD, Nov. 7 THE Andhra Pradesh Governor, Dr. C. Rangarajan, on Thursday emphasised that policy makers should pay proper attention to the `why', `when' and `how' of privatisation. Highlighting the changing interface between the State and the market, he said privatisation should be a means to achieve improvement in productivity and efficiency in the system. Dr Rangarajan was speaking at a function, after releasing the book titled `Privatisation of public enterprises: Indo-French perspectives and global relevance', edited jointly by Prof R.K. Mishra, Dean, Institute of Public Enterprise, Hyderabad and Prof Gerard de Bernis, Director, Institute of Mathematics and Applied Economics, Paris. The Governor said autonomy of public enterprises, was a big issue, both in India and other developing economies. Referring to the changing role of the State, particularly its policy towards physical infrastructure, Dr Rangarajan suggested that once the decision to privatise was made, the issues of when and how became extremely significant. He stressed the need to ensure that the State did not lose in the privatisation process and that it derived maximum benefit from it. Prof Mishra said the French privatisation model had fuelled worldwide interest among researchers and policy makers. It has given unique policy directions concerning issues such as selection of candidates for privatisation, institutionalisation, installation of process, valuation, labour adjustments, concentration, and restructuring of industry, interface with capital markets.
