100 PHCs offered for adoption by private agencies

IN an innovative scheme to improve public health delivery system, public health centres (PHCs) in Karnataka are now being offered for adoption by the private sector.

The scheme allows private medical and dental colleges, qualified NGOs and trusts to fully or partly manage the PHCs.

Initially, the Health Department plans to offer 100 PHCs for private management.

It is still early days, but since the scheme began earlier this year, three private medical colleges have adopted a PHC each, according to the Principal Secretary, Health & Family Welfare, Mr A.K.M.Nayak. These are in Tumkur, Mysore and Mandya.

There are 1,676 PHCs and 27 medical colleges in the State.

Each agency can adopt up to three PHCs for five years and its contract will be renewed based on a mid-term evaluation of its performance.

A committee of zilla parishad executives and district health officers will monitor the agency's services.

The PHCs, which are under the jurisdiction of the zilla parishad, have a Budget of Rs 31.04 lakh each.

Private agencies that run them will get 75 per cent of the running costs from the Government. They have the option of bringing in their medical and para medical staff in the place of Government staff that will be redeployed.

Mr Nayak said only those NGOs working in the health care sector could apply for a PHC and there were many who were active in family welfare, tuberculosis and leprosy related projects.

The scheme is meant to activate and streamline the health centres, especially those in remote areas, into all related activities of the Government. These include preventive, curative and promotive functions, he said.

This was a novel scheme in private-public partnership and if necessary, the scheme could be amended on the suggestions of the private agencies, he said.
