Letters Exploding population
It is heartening to read the news item that the Andhra Pradesh Government is seriously considering the population policy mandates about the disqualification of those with more than two children from contesting elections in national interest. Indeed, it is a matter of serious concern that population growth centres only on the higher fertility rate among the poorer sections, particularly in the socio-demographically backward States, comprising about 40 per cent of the country's population. According to the Human Development Report 2002 of UNDP, India ranks 124 among 173 countries in the Human Development Index, which combines education, health and economic growth. It is most unfortunate that the policy prescriptions listed in the National Population Policy 2000 remain impressive only on paper and that successive governments are becoming increasingly insensitive to the poor quality of health care. The generation of a small family norm concept in our country is a process deeply entrenched with the forces of social change and the Government can help create conducive conditions that strengthen the forces of social progress.
