Kolkata , Dec. 2 THE West Bengal Special Economic Zone (SEZ) Bill proposes to declare units in this zone public utility services under the Industrial Disputes Act, 1947. This effectively means that no agitation or a strike which will hamper production will be allowed in this zone. The Government also proposes to give certain concessions to units within this zone along with exemption from payment of state taxes, duties and levies for certain category of transactions within the SEZ. The development commissioner of the SEZ Authority, which is proposed to be constituted to run the zone, will also be empowered to give environmental clearances with assistance from the West Bengal Pollution Control Board. While a fund called the SEZ Development Authority Fund will be created for the SEZ, there are also provisions for tapping the open market to borrow money for carrying out the functions under the Act. Provisions of winding up will not apply to the authority. The State Government will select a developer to develop the SEZ and the selected party will be able to levy service charge for providing infrastructure at the zone and be able to allocate and transfer plots of land either by lease or sale. Power distribution licensees operating in the zone will have to ensure good quality electricity. The developer or joint venture companies promoted by it can act as an IPP getting into generation, transmission and distribution under the Electricity Act 2003. Industrial units in this zone can also set up captive units under the same Act. The Bill, which was placed in the West Bengal Legislative Assembly on Tuesday, was referred to the standing committee on industry and commerce as a matter of parliamentary procedure and is expected to be passed in the current session.
