Commercial borrowings

This is with reference to the editorial "Easing ECB" (Business Line, January 21). As pointed out in the editorial, the changes brought about in the government's policy on external commercial borrowings (ECB) are timely and welcome. However, the absence of any reference to using the ECB proceeds for meeting rupee expenditure suggests that the Government has not yet thought of liberalising the access norms. One hopes the Centre clarifies the situation.
