India shining

This refers to "Vision 2020: A reality check on India shining" (Business Line, March 8). It is a shame that the people in certain parts of the country are deprived of their basic right to food. This is mainly because of the basic flaws in policy-making and implementation.

As rightly pointed out in the article, the Indian bureaucracy, which still characterises the British aristocracy, should reform itself to meet the needs of a democratic developing nation.

Indian bureaucracy, instead of strictly adhering to the concept of `neutrality', should develop an inherent ``emotional and professional attachment'' towards the policies of the government.
