New Delhi , May 22 THE `loyalty factor' appears to have played a key role in bagging Ministerial berths, going by the sheer number of those who have been accommodated in the Council of Ministers without obtaining the mandate from the people. Thirteen out of the 68 Ministers, including the Prime Minister himself, are members from the Rajya Sabha. Two others Mr Shivraj Patil and Mr P.M. Sayeed happen to be members who could not win from their constituencies in Latur (Maharashtra) and Lakshadweep respectively. And both of them have been rewarded with Cabinet-rank berths. The 13 Ministers from the ranks of the Rajya Sabha include Mr Arjun Singh, Mr Natwar Singh, Mr Ghulam Nabi Azad, Mr H.R. Bharadwaj (all Cabinet rank), Mr Oscar Fernandes, Mr Prem Chand Gupta, Mr Praful Patel (who also lost from Bhandara Lok Sabha constitutency), Mr K. Rehman Khan, Mr Suresh Pachauri, Mr Dasari Narayana Rao, Mr M.V. Rajasekharan and Mr Prithviraj Chavan. The 13th, of course, is the 13th Prime Minister of India.
