Letters Inflation challenge
This is with reference to "Containing inflation major challenge: Kalam" (Business Line, August 15). The President, Mr A. P. J. Kalam has rightly emphasised the need for higher expenditure on education. Way back in 1986, the Kothari Committee recommended that 6 per cent of GDP should be earmarked for education. However, it is highly unfortunate that the State is withdrawing gradually from many social sectors, particularly education, in the name of globalisation and privatisation. Even the constitutional obligation towards free and compulsory education has been shifted from the State to the parents/guardians by making it their Fundamental Duty under Article 51A (k) to "provide opportunities for education" to their children. The reduced role of the State even in the social sectors may be suitable for the developed nations but not to the developing nations such as India. C.
