Planning Commission

The decision of the Planning Commission to include representatives of the multilateral funding agencies like World Bank, IMF and so on in the consultative groups of the Commission is unwarranted. It should be remembered that the very objective of the Consultative Groups is to evaluate the Tenth Plan.

Inclusion of the representatives of funding agencies may alter the focus of evaluation from achievement of people's welfare to that of the terms dictated by the funding agencies.

The foreign members will be more concerned about whether the conditionalities dictated by their agencies have been observed. Moreover, the foreign representatives cannot be expected to understand the basic problems of the country.
