Civil service promotions

The government has proposed to appoint an expert committee for civil service promotions.

This committee will consist of a management expert, a retired secretary and a former UPSC Chairman. This step has apparently been taken to introduce fairness and justice in civil service promotions.

Apart from the fact that business management and public administration are two different streams, what is the guarantee that the management expert will be independent?
