Reforming bureaucracy

This is with reference to "Can contract appointments enliven bureaucracy?" (Business Line, October 4). One of the pitfalls in the efforts to reform bureaucracy is to mimic the western nations. In the western countries, which are highly developed, the government needs to play a limited role and the people are so rich and educated that services from private sectors is affordable. This is not the case in the Third World countries and the role of the government needs to be people-centered rather than capital-centered.
