The Hindu Business Line : Spectrum allocation policy unfair: COAI

PRIVATE cellular operators have said that the Government's policy for spectrum allocation to Code Division Multiple Access (CDMA) operators has created an imbalance in the industry since the Global System for Mobile (GSM) operators do not have any provision to get additional spectrum based on the subscriber base in a local calling area.

The Cellular Operators Association of India (COAI) said while the Government had used a mathematical model while allocating spectrum, no such approach has been adopted for evolving the CDMA policy.

The Department of Telecom (DoT) notified a spectrum allocation order in December 2004 that allowed CDMA operators to apply for fresh spectrum once the subscriber reached a two-lakh base in a local calling area.

In a letter to the DoT, the cellular operators said since the CDMA operators were yet to achieve the prescribed subscriber base for receiving 5 Mhz frequency, the claims of additional frequency in the 1,900-Mhz band was not valid.
