`Unique' identification

India has become the most preferred back office for the world's leading businesses and our approach has not changed much on building internal efficiencies and business velocity.

We build single window clearance systems with multiple panes and fast tracks with slow coaches. We also have specialised in creating a multitude of `unique' identification systems for individuals — PAN by the income-tax department, UIN by SEBI, electoral photo ID card by the Election Commission, the ration card by the Civil Supplies Department, photo driving licences, etc. When we register for any one of them, cross-reference of the other are actively sought by the registering authorities.

Do these databases talk among themselves? Can we move towards a single and truly `unique' identification system, taking advantage of our strengths in software and the emergence of relatively inexpensive technologies like smart cards?
