Regulatory Bodies & Rulings TRAI releases consultation paper on ILD segment Our Bureau
New Delhi , June 6 IN a bid to promote competition in the International Private Leased Circuits (IPLC) segment of International Long Distance (ILD) sector, telecom regulator TRAI on Monday issued a consultation paper seeking comments of various stakeholders on the issue. "In the consultation paper, the present scenario in the country as well as the international scenario of some other countries, which have handled the issue successfully are discussed. In addition, the technical issues and regulatory concerns arising out of the current situation have been included. The stakeholders' comments have been invited as to whether the reseller in this market should be permitted along with retail-minus pricing, how the access and interconnection at the cable landing station can be facilitated for the new service providers as well as what approach should be followed for fixing cost-based Access and Co-location Charges," the Telecom Regulatory Authority of India (TRAI) said in a statement here. Suggestions have also been sought on the issue of non-price discriminatory practices at the cable landing stations that need to be brought under regulation. The statement said that during consultation process for fixing the ceiling tariff for IPLC, it was observed that enough competition has still not emerged in this segment. "The Authority feels that for rapid growth of telecom sector specially the ILD, Internet, Broadband and ITES segments, there is a need for regulatory initiatives to facilitate competition in IPLC segment including better utilisation and enabling faster access to international cable capacity in the country," it added. Comments from all the stakeholders have been solicited by June 30.
