Anti-dumping probe on yarn varieties

THE Designated Authority in the Commerce Ministry has initiated an anti-dumping investigation into imported fully drawn or fully oriented yarn/spin draw yarn/flat yarn of polyester from Indonesia, Republic of Korea, Malaysia and Chinese Taipei.

The subject goods are used for the manufacture of apparel/household textiles and other industrial textiles. In an initiation notification, the authority has received a written petition from the Association of Synthetic Fibre Industries, New Delhi, supported by a series of producers such as Central India Polyesters Ltd, Nagpur, Century Enka Ltd, Raigad, Garden Silk Mills Ltd, Surat, Nova Petrochemicals Ltd, Ahmedabad, Recron Synthetics Ltd, Allahabad and Welspun Syntex Ltd, Thane.

The authority said there is prima facie evidence that the normal value of the subject goods in the subject countries is significantly higher than the ex-factory price, indicating that the exporters are dumping these goods. The applicants have furnished details on various parameters pertaining to injury.

Parameters such as a significant increase in imports of subject goods in absolute terms as well as in relation to the demand of goods in India, loss of market share of the domestic industry, losses sustained by the domestic industry and significant price undercutting show that the domestic industry has suffered material injury on account of dumping.

The period of investigation is from January 1, 2004 to December 31, 2004, the authority said.
