The Hindu Business Line : Delhi Metro project is a role model, says CII

The Confederation of Indian Industry points out in a paper it has prepared on `Delhi Metro - Story of Success - Sharing of Experiences' that the funding of the Delhi Metro project had several innovative features.

The arrangements involved participation on an equal footing by the Central Government and the Government of the National Capital region (NCR), through contribution of equity duly supported mainly by an external sovereign debt from the Overseas Economic Cooperation Fund of Japan.

According to the paper, there are several critical issues such as heavy capital requirements and project subsidies that need to be resolved to enable the programme for introduction of rail transit in other cities in India.

It outlines five important stages in the realisation of these projects such as planning, design and technology, implementation, operation and maintenance and financing and organisational set up.

The paper states that the main issues in the planning of rail transit include route alignment, use of existing Indian Railway network system capacity and the choice of system. The issues in route alignment are its location and the mix of surface, elevated and underground stretches.

Cost sharing between the Central and State Governments, as has happened in the case of New Mumbai project or the Chennai Light Railway Transport Scheme, could be considered as a trailblazer in this area.
