Anti-dumping Definitive duty recommended on MBTS imports from China K.R. Srivats
New Delhi , July 11 THE Designated Authority in the Commerce Ministry has recommended definitive anti-dumping duty on dibenzothiazole disulphide (MBTS) imports from China. MBTS is a rubber chemical used in the manufacture of rubber products, namely `accelerators'. Such accelerators are mainly used in automotive tyres and tubes industry and also in conveyor belting and footwear industry among others. National Organic Chemicals Industries Ltd (NOCIL) had petitioned the designated authority alleging dumping of certain rubber chemicals including MBT (2-mercapto benzothiazole), MBTS and CBS (N-cyclohexyl-2-benzothiazole sulphenamide) from China. The anti-dumping investigation was carried out for the period starting from January 1, 2003 to December 31, 2003. In the case of MBT, the Authority concluded in its final findings that although the domestic industry suffered injury in respect of MBT in terms of loss of volume and market share, the injury cannot be treated as being caused by the dumped imports. For CBS, the authority concluded that the domestic industry did not suffer material injury in respect of this product. However, in the case of MBTS, the authority has concluded that dumped imports from China has caused material injury to the domestic industry and therefore recommended imposition of definitive anti-dumping duty. An anti-dumping duty of $0.402 per kg has been recommended for MBTS produced by Shandong Shanxian Chemicals Co Ltd. For all other producers from China, an anti-dumping duty of $0.464 per kg has been recommended.
