New Delhi , Oct. 19 GAIL (India) Ltd on Wednesday said that the UK-based ILF Consulting Engineers Ltd has been appointed `technical consultant' to carry out a pre-feasibility study for the Iran-Pakistan-India pipeline project. In a statement issued here, GAIL said the consultant would also carry out preliminary environment impact analysis and rapid risk analysis study for the project. The technical consultant would submit the pre-feasibility study report within two months. ILF is a well-known international consultant, which has carried out various pre-feasibility as well as feasibility studies on trans-national pipelines for oil and natural gas, the statement said. Elaborating on the basic contents of the study, the statement said that these would be route selection, design parameters, system reliability, redundancy, safety, security, hydraulics, sizing, cost estimation, sensitivity and risk analysis and mitigation measures. Apart from this, the study would also look into the project construction schedule and project implementation strategy. Based on the technical study, the technical consultant will provide all the necessary inputs to financial advisor for the development of project structure and commercial transaction structure. GAIL had been entrusted with the responsibility to appoint the technical and legal advisors for the pipeline project. The company had floated global tenders for appointment of both the advisors on September 1. The companies that participated in the bidding for technical advisor were JP Kenny of Australia, Tractebel of Belgium and ILF Consulting Engineers Ltd of UK, the statement said.
