Lack of data hampers finance panels

THE absence of credible data does hamper the efforts of State and Central finance commissions in estimating the expected transfer of resources from the State level to local bodies, said the Chairman of the Prime Minister's Economic Advisory Council, Dr C. Rangarajan.

"The database regarding the revenues and expenditure has to be improved. There is no use blaming the State Finance Commissions. The initiatives taken by the State Governments in this regard are not very heartening," Dr Rangarajan said at a seminar on `Status of State Finance Commissions' here.

He pointed out that the Eleventh Finance Commission had allotted Rs 200 crore for data collection. "At the time of writing the report of the Twelfth Finance Commission (nearly four years later), only Rs 93 crore of the Rs 200 crore had been used," he said.

He underscored the need for data and information on a comparable basis.
