The Justice T.H.B. Chalapathi (Retd) Judge of Punjab & Haryana High Court Commission will also look into the charges of misappropriation in payment of consultancy charges to the company and any undue benefit given to it, according to an official press release here today.

The terms of reference also includes the inquiry into whether the company possessed required technology, knowledge and capability to take up the task, whether it was necessary to import heavy duty machinery from Israel at a huge cost and if it was put to proper use etc.

The tenure of the Commission of Inquiry would be four months, the release said.
