Reinstating dismissed MPs

It was shocking to read of the reported about-turn of the Lok Sabha Speaker, Mr Somnath Chatterjee, when he said that the dismissed MPs who were caught on camera taking money could return to Parliament if they were re-elected in the by-polls.

How can a parliamentarian disqualified for indulging in corruption be permitted to return to Parliament? Further, how can the public be sure that the MPs will mend their ways if they are re-elected? One hopes better sense will prevail.
