The key initiative in the Railway Budget is the mention of development of freight corridors through public-private partnership. A lot of development of this kind has happened in the airline, telecom, port and other sectors. But the Railways has remained a more closed organisation, and the announcement of such a programme reflects a cultural change. There are so many bottlenecks in inland transport infrastructure. Opening up freight corridors will clear large bottlenecks affecting the movement of goods in the country ( after reaching the ports.) The Northern (Delhi-Kolkata) and Western Corridor (Delhi-Mumbai) would be especially useful, since 60 per cent to 70 per cent of the container traffic is in these regions.
