Constitute wage negotiating panel: Port workers' body

The existing wage pact expires in Dec

The All India Port and Dock Workers' Federation has urged the Shipping Ministry to constitute a bipartite wage negotiating committee at the earliest to revise the wage structure and service conditions of port and dock workers in 11 major ports and dock labour boards of the country.

Addressing presspersons here on Monday evening, Mr S.R. Kulkarni, President of the federation, said the existing wage settlement - which was signed between the managements of the major ports and workers federation on August 2, 2000, and operative for 10 years with effect from January 1, 1997 - will expire on December 31, 2006.

A new settlement should be concluded before December 2006. The settlement should be effective from January 1, 2007, said Mr Kulkarni.

SEEK 5-year period

Stressing the need for a five-year period in the wage settlement, Mr Kulkarni said the port and dock workers' federations in the country were compelled by the Government to sign the last settlement for 10 years based on the Fifth Pay Commission recommendations adopted for Central Government employees.

Pension issues

He said the pensioners, who retired after December 31, 1996, were drawing lesser pensions than those who retired after January 1, 1997.

Following this, pensioners had filed writ petitions in the Madras and Andhra High Courts under the guidance of the federation.

Though the high courts upheld the contentions of the pensioners and issued interim orders directing the port trusts to pay the differentials, the pensioners are awaiting the implementations of the orders, he said.

Mr Kulkarni thanked the Shipping Ministry and the Indian Ports Association for positively responding to the demands of the federation on settling payment of productivity-linked reward to the port and dock workers from 2002-03 onwards.

Mr Kulkarni was in Mangalore to attend the Executive Committee meeting of the federation.
