Mumbai's woes

The Maharashtra State government and the BMC seem averse to learning from mistakes. The transport system was thrown out of gear after several suburbs were inundated following rains in Mumbai. The anxiety of the commuters could have been avoided and/or minimised if public announcements had been made at railway stations on the status of trains. How long will the administration carry on like this? The Municipal Commissioner and the BMC must take responsibility.
