Shipping Congestion charge stayed
The court directive was issued following a petition by the Bangladesh Garment Manufacturers and Exporters' Association (BGMEA). The Chittagong Port Authority and the operators of feeder vessels have been asked to explain why the imposition of the surcharge should not be declared illegal. The vessel operators have also been asked not to collect the surcharge during the period. The surcharge came into force from June 5 on the ground that the turnaround time of the vessels increased significantly due to the congestion in the port and the consequent delay leading to rise in the cost of the operation. Meanwhile, BGMEA members are believed to have threatened to boycott the inland container depots in view of inordinate delay in the clearance of export consignments. The facilities at the ICDs there are 13 in Chittagong handling export shipments have not kept pace with an estimated 20 per cent growth in shipments of readymade garments.
