Package needed to revamp co-op sector, says Minister

There is a need for a new package to restructure Kerala's co-operative sector in line with its own development vision, said the State Finance Minister, Dr Thomas Isaac.

He said on Monday that the package should contain details on what the co-operative sector could do in the emerging developmental scenario and the changes required in the sector in the new environment.

`IN LIMBO'

According to the Minister, the co-operative sector in Kerala has been in a state of limbo for quite some time, and this was not accidental. The national vision at the time of the birth of the sector in the country had undergone a change, and this was the reason for its current plight.

In India, the Government has a role in the growth of the co-operative movement and as such, its objective is the rejuvenation of the rural sector.

The presence of the co-operative sector is imperative to save the common people from the exploitation of middlemen, he said. In the State's development strategy, the traditional industries have to be protected along with the establishment of large enterprises.

The co-operative societies should position themselves in such a way that they help the small-scale productive sector of the State, the Minister said.

FARMERS' WOES

Dr Isaac also said that the commercial banks were yet to adopt a liberal approach to solve problems on the agricultural front.

The banks and the Government should work jointly in this respect.

The co-operative sector should imbibe professionalism and improve the management efficacy to stand up to new challenges.

It should also be examined how banking norms could be incorporated in the State's context.

The co-operative banks should integrate loan disbursements in line with panchayat plans.

There is a need for diversification of activities in the co-operative sector in tandem with the changes in the farm sector, the Minister said.
