New Delhi Jan. 23 In order to ensure availability of fertilisers for the coming kharif season, the Department of Fertiliser has put in place a Web-based fertiliser monitoring system that will track the flow of fertilisers up to the district level in a transparent manner.

This would be extended up to block level in the next one year, the Minister for Fertiliser and Chemicals, Mr Ram Vilas Paswan, said.

The State Governments had been asked to prepare district-wise, company-wise and month-wise plans for fertiliser units servicing their respective States from the next kharif season beginning April, the Minister said.

Also, every urea manufacturer would be required to maintain a district-level stock point in the districts covered by it and the lead fertiliser company should have a primary warehousing facility in each district of the State for which it had been appointed as the lead company, Mr Paswan said.

According to the Minister, the new monitoring system is being put in place because though at macro level there is no shortage of fertilisers, the department has received many complaints that the companies are not catering to distance places claiming that such movements are uneconomical.

While currently the subsidy element includes a transport cost of around Rs 460 a tonne, the industry demands that it should be raised to Rs 600. The Government will examine the proposal, Mr Paswan said.

He also mentioned that in the new Web-based monitoring system the fertiliser manufacturers will have to enter their despatches and sales on a daily basis.

This would enable the Centre, States, district level officers, dealers and the general public to be aware of the availability of fertilisers throughout the country and corrective steps could be taken immediately in case of shortages, he added.
