Institutes must refund admission fees to students

The Government has pulled up institutes, universities and deemed to be universities that have been outdoing one another to grab students' fees with early admission deadlines for technical education programmes.
The Department of Higher Education, Ministry of Human Resource Development, has made the entire admission fee, excluding a processing fee of Rs 1,000, refundable for candidates who choose not to join a programme eventually. And in what should come as a great relief to students, the institutes will also not be allowed to retain original school leaving certificates of successful candidates.
In the context of the recent debate on the OBC reservations in institutes of higher education, the country's premier management institutes, the IIMs, had expressed concern that any delay in announcing the admission list would drive students to private institutions whose records with fees were less than favourable.
The Union Government has directed the UGC and the AICTE to instruct institutions and universities, in public interest, to maintain a waiting list of students who can get a seat in the case of a vacancy. And if a student decides to leave after joining the programme, the institute should, on replacing the candidate, return admission fees after considerations of monthly fee and hostel rent.
