Letters Not properly budgeted
The editorial "Not properly budgeted" (Business Line, May 5) has done well in pointing out that "the government had not done even the minimum homework". The differential excise duty chargeable on cement is a classic example. It is well known that any levy, whether excise, tax, etc., is only ultimately passed on to the consumers. Further, cement factories are located in some parts from where it has to be transported far and wide to reach the consumer and, at the point of sale, the price will be more or less the same in both the cases due to transport cost, if the cost of Rs 190 plus 12 per cent has a lower component of transport and the other a higher component. As stated in the editorial, differential levy is hardly a good step to ensure lower cost. T. R. Anandan Coimbatore
