Telecommunications ‘Act tough on spectrum allocation to GSM operators’ Our Bureau New Delhi, Oct. 8 Even as the Department of Telecom is close to finalising its spectrum allocation policy for mobile operators, CDMA-based telecom players has urged the Government not to give out additional radio frequency to existing GSM cellular operators without taking an upfront charge. The Association of Unified Telecom Service Providers of India pointed out that mobile licence norms stipulated that the maximum allocable frequency to the cellular operators based on GSM technology is 6.2 Mhz. “Additional spectrum beyond this stipulation may be considered for allocation after ensuring optimal and efficient utilisation of the already allocated spectrum. As a matter of fact, the GSM operators have already been allocated spectrum beyond this contracted limit, while CDMA operators are still languishing at 5 MHz. Thus, a non level playing field has been created and needs to be corrected without further delay.” The AUSPI said in a letter to the Communications and IT Minister, Mr A. Raja. Meanwhile, the DoT sources indicated that operators might be asked to bid for spectrum. They also said that the allocation would be different for the various categories with separate guidelines for new applicants and existing players.
