Thiruvananthapuram, Nov. 28 The Kerala Government will bring in an Ordinance aimed at taking action against cashew processing units that do not pay wages and other benefits to the workers.

The State Cabinet took a decision to the effect on Wednesday.

The Ordinance will have provision for confiscating the equipment and materials of the erring units and also for sentencing the owners to imprisonment up to two years, the Chief Minister, Mr V.S. Achuthanandan, told newspersons after the Cabinet meeting.

He said that the Cabinet also decided to constitute an expert committee to study the setting up of an Inland Water Authority with the objective of speeding up the development of inland waterways in the State. The committee will look into various aspects and submit its recommendations to the Government.

The Chief Minister said that the State Civil Supplies Corporation and the Consumer Federation would take measures to check the rise in the prices of rice in the open market.

The Minister for Food and Civil Supplies, Mr C. Divakaran, and the Minister for Cooperation, Mr G. Sudhakaran, will prepare a master plan for the purpose in consultation with the Finance Minister, Dr Thomas Isaac.

Mullaperiyar

Replying to questions, he said that the State Government was yet to receive any response from the Centre to its plea to intervene in the dispute with Tamil Nadu over Mullaperiyar dam. The State Government had, however, decided to go ahead with the proposal to construct a new dam at Mullaperiyar to ensure the safety of the people living downstream.

The Cabinet also decided to entrust the Chief Secretary, Mr P.J. Thomas, to hold discussions with officials of the Indian Space Research Organisation (ISRO) on alternative sites for the establishment of Indian Institute of Space Science and Technology.
