AP Ordinance to protect hospitals, doctors

Hyderabad, Dec. 17 The Andhra Pradesh Cabinet today approved an Ordinance to make any action of violence on medical workers in hospital premises a cognizable and non-bailable offence.

And any damage to medical establishments such as hospitals, maternity homes and nursing homes is punishable offence and the State would also have the power to recover twice the amount of damaged property under the Revenue Recovery Act.

This move assumes importance in the backdrop of increasing incidence of intimidation and assaults on medical workers and hospitals. This has led to a series of agitations by doctors and medical staff, demanding security.

Briefing newspersons after the Cabinet meeting, the State Information Minister, Mr Anam Ramnarayan Reddy, said that apart from these measures, the Government has decided to set up grievance redressal cells in all Government hospitals to look into complaints of medical negligence.

DISASTER MANAGEMENT

The State Government has approved the creation of a Disaster Management Authority headed by the Chief Minister that would be assisted by a State Executive Committee headed by the State Chief Secretary. The State Cabinet also approved a Government guarantee of Rs 196 crore for APCOB loan which nine cooperative sugar factories are availing to meet their working capital requirements.

In other decisions, the Cabinet approved the setting up of ITIs in Nizamabad and Bhimgal and the establishment of Indira Gandhi Centre for Advanced Research on Livestock at Kadapa under the public private participation model.

Sri Venkateshwara Vishwa Vidhyalaya would be the nodal agency for this project which would require investment of Rs 386 crore.

In tune with the Motor Vehicle Act and its applicability to vehicles from other States, the State Government has decided to adopt same taxing system which 14 other States have adopted. This would bring down tax burden on non-local vehicles.

RICE SCHEME

The State Cabinet today announced its decision to go ahead with the Rs 2-a-kg rice programme for white ration card holders in the State.

Other Cabinet decisions include extending scholarships to about 4,70,000 Muslim students and creating a committee to study the requests made by Kapus and other castes to include them in backward sections.
